Important Notice
CivilSense is for situational awareness only — not for emergency response. Do not rely on this platform to make life-safety decisions. Always follow guidance from official emergency management agencies (FEMA, NWS, state/local authorities).
1. Acceptance of Terms
By accessing or using CivilSense ("the Platform"), operated by CivilSense, Inc. ("we", "us", "our"), you agree to be bound by these Terms of Service ("Terms"). If you do not agree, do not use the Platform.
2. Description of Service
CivilSense provides real-time catastrophe intelligence, hazard scoring, and data analytics for the United States. The Platform ingests data from public government sources (USGS, NOAA, NASA FIRMS, FEMA, NIFC) and applies modeling algorithms to produce hazard assessments, consequence zone estimates, and AI-generated intelligence briefs.
3. Important Disclaimers
3.1 Not Emergency Response Guidance
The Platform is designed for situational awareness and analytical purposes only. It is not a substitute for official emergency alerts, evacuation orders, or guidance from FEMA, the National Weather Service, or local emergency management agencies. In an emergency, call 911 and follow official directives.
3.2 Not Actuarial or Insurance Advice
Climate-Adjusted Hazard Scores, consequence zone estimates, and all modeling outputs are derived from public data sources and published research. They are not a substitute for professional actuarial assessment, property inspection, or insurance underwriting. Do not make insurance coverage, pricing, or claims decisions based solely on CivilSense outputs.
3.3 Consequence Zone Estimates
Zone estimates are based on scientific models and may differ from actual local conditions. Impact zones are approximations derived from historical data, physical models, and real-time sensor readings. Actual damage patterns depend on local geography, building construction, soil conditions, and other factors not fully captured by any model.
3.4 AI-Generated Content
AI-generated intelligence briefs (sitreps) are produced by language models using public data sources. They may contain inaccuracies, omissions, or outdated information. Always verify AI-generated content with official agencies and primary sources.
3.5 OSINT Content
Open-source intelligence items (news articles, media, social posts) are aggregated from third-party sources. We apply credibility scoring and content moderation but do not guarantee the accuracy or completeness of third-party content.
4. Data Sources and Attribution
CivilSense aggregates data from the following public sources:
- USGS — Earthquake feeds, seismic hazard models, fault databases
- NOAA — National Hurricane Center, Storm Prediction Center, Advanced Hydrologic Prediction Service, SLOSH storm surge model, Storm Events Database
- NASA FIRMS — Satellite-detected wildfire hotspots (VIIRS)
- NIFC — National Interagency Fire Center wildfire perimeters
- FEMA — Disaster declarations, Hazus methodology, National Flood Hazard Layer, NFIP claims data
- GDELT — Global news aggregation for OSINT
- IBTrACS — International Best Track Archive for Climate Stewardship (North Atlantic basin)
All source data remains the property of the respective agencies. CivilSense derives analytical products from these sources but does not claim ownership of the underlying government data.
5. User Accounts and Subscriptions
You may create an account using a valid email address (magic link authentication). You are responsible for maintaining the security of your account. Paid subscriptions (Pro, Command, ILS Pro, Enterprise) are billed monthly via Stripe. You may cancel at any time; access continues through the end of the billing period. Refunds are not provided for partial billing periods.
6. API Usage
API access is available to ILS Pro and Enterprise subscribers. API keys are confidential — do not share them or expose them in client-side code. We reserve the right to revoke API keys that are abused, shared, or used in violation of these Terms. Rate limits are enforced per tier and are subject to change with notice.
7. Limitation of Liability
TO THE MAXIMUM EXTENT PERMITTED BY APPLICABLE LAW, CIVILSENSE, INC. AND ITS OFFICERS, DIRECTORS, EMPLOYEES, AND AGENTS SHALL NOT BE LIABLE FOR ANY INDIRECT, INCIDENTAL, SPECIAL, CONSEQUENTIAL, OR PUNITIVE DAMAGES, OR ANY LOSS OF PROFITS OR REVENUES, WHETHER INCURRED DIRECTLY OR INDIRECTLY, OR ANY LOSS OF DATA, USE, GOODWILL, OR OTHER INTANGIBLE LOSSES, RESULTING FROM:
- Your use of or inability to use the Platform
- Any errors, inaccuracies, or omissions in hazard scores, consequence zones, or AI-generated content
- Decisions made based on Platform data, including but not limited to insurance underwriting, emergency response, evacuation, or property purchase decisions
- Unauthorized access to or alteration of your data
- Any interruption or cessation of the Platform
IN NO EVENT SHALL OUR AGGREGATE LIABILITY EXCEED THE GREATER OF (A) THE TOTAL SUBSCRIPTION FEES PAID BY YOU IN THE TWELVE (12) MONTHS PRECEDING THE CLAIM, OR (B) ONE HUNDRED DOLLARS ($100).
8. Indemnification
You agree to indemnify, defend, and hold harmless CivilSense, Inc. and its officers, directors, employees, and agents from and against any claims, liabilities, damages, losses, and expenses (including reasonable attorneys' fees) arising out of or in any way connected with: (a) your use of the Platform; (b) your violation of these Terms; (c) your use of Platform data for purposes not contemplated by these Terms, including life-safety or emergency response decisions.
9. Intellectual Property
The Platform, including its modeling algorithms, scoring methodology, user interface, and documentation, is the intellectual property of CivilSense, Inc. You may not reverse engineer, decompile, or attempt to extract the source code of the Platform. Analytical outputs (hazard scores, EP curves, sitreps) generated for your account may be used in your internal business operations but may not be resold or redistributed without written consent.
10. Termination
We may suspend or terminate your access to the Platform at any time for violation of these Terms, including abuse of API rate limits, sharing API keys, or using the Platform for purposes that could endanger public safety. You may delete your account at any time by contacting support@civilsense.io.
11. Modifications
We reserve the right to modify these Terms at any time. Material changes will be communicated via email to registered users at least 30 days before taking effect. Continued use of the Platform after changes constitutes acceptance of the revised Terms.
12. Governing Law
These Terms are governed by the laws of the State of Delaware, without regard to conflict of law principles. Any disputes arising under these Terms shall be resolved in the state or federal courts located in Delaware.
